The Fair Debt Collection Practice Act provides protections for people who owe money so that creditors cannot use abusive practices to collect money owed to them.  Other laws also control when and how certain debts can be collected.  Some low-income borrowers are “uncollectible,” meaning that even if they owe money, the only income they have cannot be taken by creditors to pay debts.
