Cleveland Heights tenant outreach



Together with partners, Legal Aid is working to improve access to justice for Cleveland Heights tenants by assisting with housing conditions that threaten health and safety, like lead hazards.

  • Was your rental unit built before 1978? Does it have peeling paint?
  • Has your child tested with elevated blood lead levels?
  • Do you have other housing problems that need repair?

In Ohio, if a landlord refuses to make necessary repairs within a reasonable amount of time, a tenant can “rent deposit.”

“Rent deposit” or “rent escrow” means a tenant can pay rent to a court, instead of the landlord.

The tenant must follow the steps provided in the law. A tenant cannot legally withhold rent because repairs have not been completed. Depositing rent is a legal way to put financial pressure on a landlord to make repairs and ask the court for assistance in ensuring that repairs are made.
