Attorney Training: State and Municipal Income Taxes CLE

For people with low income, navigating tax disputes often feels like an impossible challenge. Legal Aid’s Low-Income Taxpayer Clinic (LITC) assists low-income taxpayers in resolving their disputes with the IRS about federal income tax matters. Many of these taxpayers also have tax disputes with the State of Ohio or local municipalities.

This training is designed for attorneys of all experience levels who are interested in assisting low-income taxpayers resolve their tax disputes.

9:00 - 10:00 AM - Municipal Income Issues
Amy Arrighi, Executive Director of Regional Income Tax Agency (RITA), will provide an understanding of municipal income tax in Ohio, including residence and workplace tax and how the taxes are levied as well as how these local taxes contribute to municipal services. Taxpayer obligations, including estimated payments, and penalties and interest will also be discussed.

10:00 - 11:00 AM - State Tax Issues
Christine T. Mesirow, Chief of the Tax Section in the Attorney General’s Office, will provide valuable information regarding the assessment and appeal process to those practitioners assisting taxpayers with state tax issues. She will also provide information related to assisting taxpayers who have tax claims certified to the Attorney General’s Office for collections. This includes information with respect to the Offer and Compromise program, and payment plan opportunities.
