Increased access to Medicaid for criminal justice-involved individuals reentering their communities

The Department of Health and Human Services (HHS) issued guidance clarifying that those individuals currently on probation, parole, or in home confinement are not considered inmates of a public institution.  Under this change, these individuals are not subject to the Medicaid Inmate Payment exclusion, expanding their eligibility for Medicaid.
